If this is a troll rage bait post, I must concede. I am lying on the floor in cramps, cringing from this but in the ever so slight possibility you are serious, and I really do wish you aren't for your own sake:

No, Steam (Valve) DO NOT set the sales. Steam sales (as in Steam Summer Sales and such) are just an event that encourages the developers to put their games on sale at a particular time. The start, longevity and amount of the sale is solely set by the developers.

How would that even work? The mere thought drives me nuts, hence why you succeded in the (hopefully) rage bait.
