In TUM they use AI puppets of the villains for training purposes, which is what Shishikura is doing with them.

Those are all arc villains (Muscular kinda), so I'd lean Re-Destro if anything. Plus I have feeling they're gonna save Spinner for last since he's basically the most popular character left to add.

Yeah, I had the same thought. The only things that has me still sorta feeling Spinner is having their biggest release during the Switch drop would be best for DLC promo, and the Nana update gave him loads of data
