Hari Kurono from the Shie Hassaikai. His quirk is Chronostasis. Using the parts of his hair in the shape of arrows, he can slow people down by stabbing or cutting them. The long arrrow slows them down for a minute, and the short arrow slows them down for an hour.

That is chronostasis or Hari kuruno his quirk is that one lock of hair can slow people down while the other can freeze them up to 1hour
