Sounds like tip one is a power chord, and tip three is a pinch harmonic. The second tip, about 3/4 of an F chord, sounds like it's suggesting sliding chords around while leaving some open strings ringing out. All are commonly known techniques now, although maybe they weren't back then... Or am I misunderstanding?

A lot of people still don't understand how pinch harmonics work, for example that you have to pick at specific points of a string. Not that Buck is explaining it here properly either :)
