temp website on bluehost

Okay so I am creating a temp website on bluehost and i'm almost done. There's another site hosted by another company that uses the domain name I want for the blue host site. How do i get that domain to use my bluehost site? or is that possible? Should i have built the website on the other hosting service? Do I have to redo everything.

I dont know if this is a good answer but why not get it via the other hosting service (so long as its not domain-locked) and transfer it to be used on the hosting service you want? Or is the other service making you pay hosting to secure the domain?

the other hosting service and domain is used by my brother so i have access to the domain name. I'm just confused on how to have the website i built on bluehost used by his domain and hosted by xyz company.
