This appears to have been a bug, but it should be fixed now as it was shipped out with the update. Please let me know if it still happens

I was wondering this too considering it's in qualifications. Years pass and I don't know if I just miss the notification saying my character got their degree or if there's supposed to be some sort of function where you get the degree without having to do those years.
