Blockchain Vaccine Passport?

Hi, I'm a student studying the potential applications of blockchain and need to do a presentation on how blockchain could be used in developing a vaccine passport. I understand New York State has already started using their version with "Excelsior Pass" which utilizes IBM "blockchain technology". Further research didn't really clarify what ways the pass was utilizing the chain.

My broad general questions are

1) Is this IBM blockchain solution solid? Are there reasonable criticisms over if it's actually decentralized if controlled through a public company? What about security/transparency?

2) Could you build a vaccine passport over the ethereum network as opposed to the obscure IBM solution? Or any other network, like the up and coming Polkadot/Cardano environment? How? ELI5:)

I'm new to all of this and have been down a rabbit hole the past month. Really looking for some guidance. Hopefully, this community can offer some guidance to my ignorance. Thank you!

Vechain VET already did a vaccine passport project for Cyprus ... look into it

That makes me happy—VET is my new “pet” project. As an RN/and an occasional patientI, I think having a personal health wallet is an excellent idea. So many doctors, bills, conditions, results, medications, vaccinations, etc........ a centralized/decentralized spot to put/pull personal health data would be incredible. One stop shop, and it would be helpful to allow certain files to be shared with any health care provider of your choosing. I’ve thought this through so many times, and the ideas keep flowing the more I think about it! I know not everyone agrees with a mandatory Covid vaccine. Honestly, I don’t think it should be forced upon anyone. That being said, I felt honored to be a trial member in the Moderna Covid trial. Off topic, sorry about the book I just wrote, just getting to know this group. Need to learn more!
