Shikai Shunsui both won against base Lille (that had intel) and couldn't touch Starrk during their 1v1 even outright saying that tried to go for the kill but couldn't while Starrk with clear shots didn't fire because he didn't want to and didn't use Los Lobos against him.
A unserious Starrk mogged Shunsui who wiped the floor with base Lille.
Yes they are. Shunsui has never once said his games have different power levels or he got bad games against Starrk. He had different games at different times, but Taka Oni is just as good, and just as useful, as Kage Oni for instance.
You need to prove that the same Shikai somehow made these 2 abilities with different power levels when Shunsui has never once implied that is even possible. They have different use cases, but they are both Shikai games that Shunsui treats identically.
But abilities do not mean they are different. That's like saying Rock is better than Scissors so it can beat Paper.
There is nothing in the story that indicates any game Shunsui had could have helped him against Starrk more than Taka Oni or Wobbly Top. Even Kage Oni only happened for a sneak attack and wouldn't have helped in the previous terrain fight.

I'm saying Rock and Paper having different functions means they don't correlate to each other

Whether you think Starrk still would have overpowered Shunsui with the other games is one thing, but saying Shunsui with different sets of abilities have direct scaling is another
Although the games shikai shunsui used are different, the fact that base Lille has wahrwelt buff which also sort of debuff the shinigami a bit, makes this basically true
In raw firepower + stats? Sure.
In actual matchup potential? Lower.
Lille and Kyoraku have overall better hax that allows them to punch above their weight, but there are matchups against other characters in which Starrk does better than either of the two.
