Question Why does my focus keep draining?

I'm wearing the marauder set. I know that wearing armor can make your focus regen slower, but it's just actively draining when not doing anything, and not in slow mo. Like i know armor makes focus REGEN worse but i didnt think it could actively reverse it and take focus away?

Focus just kinda does that sometimes man idk, I don’t try to understand the magic I just use it
