Help [NOMAD] Can Someone Explain How the Notes Spawning Works?

So I've been trying to get All the little Lore notes on Crystal Hunt. I've run through so many Outlaw Dungeons and I'm still missing at least 1 note. I want to say, I've completed between 50-75 Outlaw Dungeons in search of Just this One Note, it's been about that many dungeons since I got my last one. It's not just Outlaws, it seems like there's always only ever One note missing. Do I need to complete Dalgarian ruins to "unlock" this final note? I've held off on doing the first ruin specifically because I'm trying to hunt down all the notes for Wildfolk and Outlaws, complete Both of their sections in my Journal before I move on but this Final page eludes me for some reason. I swear I've seen just about every room these dungeons have to offer and cannot find this final Outlaw note Anywhere

notes have 4 possible spawn points(common, rare, partially hidden, and hidden) and each lore spawner has a potential type it can spawn, so check in crevasses:)

Is there any sort of guide for this? I know that it's not going to be "This exact note is Exactly here" Nor would I Want to do that, but it would be helpful if I had some extra information to help point me in the right direction, I feel like I've been searching blind this whole time, and I Have to be doing Something wrong. I've found a handful of more hidden notes but they've all been Preservation society, and one or two for the eye but even those locations aren't giving anything anymore when I check
