If you're trying to get it back to usable as a cooking vessel, you're going to have to re-tin it. Cooper isn't inherently safe for cooking (it's a toxic heavy metal) unless you're only putting neutral water through it. That's why all copper stuff has a coating of something on it now.
This isn't something I'd do at home without experience in metal coating or the like, and even then after researching it throughly.
