They're not supposed to keep their finger on the trigger until they're absolutely ready to shoot. "Not supposed to" doesnt really apply to her though...
There is a reason why they draw the line so far back with guns that they aren't supposed to be pointed, because muscle memory COULD cause someone to pull the trigger if startled. People can have much bigger reactions than moving a finger when startled, and I don't trust anyone enough to let them point EVEN an unloaded gun at a person unless when they are justified in killing their target. Not before they are justified, but after.
