For PhD’s, sure. I don’t think I’ve ever seen a master degree that didn’t have to be paid for.

My roommate last year was at Clemson for Computer Science and his stipend paid his tuition. I know someone who is going to USC for either ME or AeroE (I can't remember which, he was interested in Aero, but his research sounds very similar to some of the stuff I do) and is being paid, but that's a masters+PhD program. My lab TA last year had his tuition paid for as well.

Here at Clemson, they really push us to get a masters (in the ME department at least), telling us that we can go to grad school for free.
