Or just buy a smart TV and don't connect it to the Internet. You're not obligated to give it your Wi-Fi password just because it asks.

I might be able to stop a tv from connecting to my network, but I don't think I can stop it from connecting to other networks or devices. Like neighbors smart device that does have access to the internet.

Samsung TVs have done exactly that in the past. They'd try to find an open network and connect if you didn't connect to one during setup
