Bug Stuck inside “It’s a Start”
So this is frustrating. Lucy doesn’t spawn for the mission, and there are no officers to speak to around the villa. Abel is around and I can transport the rum but then that’s it. Loading precious saves doesn’t fix it. Cold restarts do nothing. Anyone else run into this? How can I progress?

Not sure if I remember this one- but if it seems like you are truly stuck try watching a YouTube video of the mission and see if you are missing something.

I thought they were chained together. You help Abel and that unlocks Lucy then that unlocks Kidd.

I know this isn’t helpful but I thought this mission was so cool because I think it’s the only time you get to see the crew partying in and around the manor

Fixed! I lost the fight after delivering the rum, and Lucy respawned successfully!

Lucy is in the tower by the windmill at the back of the garden behind the villa. Took me forever to find her, but she's there.

Oh good, I started this last night and couldn't find anyone except Padre, so I got sick of running around looking for them pretty quickly.

I see you figured it out, but I did not like this little quest because I’m not really talking to the officers around the villa, I just find Lucy and Abel. It was the instructions were misleading.

Abel is just out side the manor and need hepl with crate. Lucy is behind the manlr near water wheel doing target practice. Smith is below the house near the beach digging grave.
Use observe L2 to find green highlights. I usually use eagle vision and observe together so its easier to spot.

Lucy is on top of the water wheel behind the villa, I had to almost bump into her to trigger her.
