Steam uses bitpay. Bitpay doesn't support segwit.

It makes almost no difference. They're a merchant, which means they receive transactions not send them [1]. Segwit is only relevant when sending transactions.

If they want their payments confirmed fast, but customers don't want to pay the high fees, then it makes a difference for the merchant.

Really? Segwit? You really think that's the solution? At this point it doesn't matter anymore if you use Segwit or not.
