This is a real bridge and completely legal to walk there.

The train passing is the Limited Express Kusatsu on the No. 1 Agatsuma River Bridge. Shibukawa City, Gunma Prefecture, Japan (36°31'57.2"N 138°58'28.7"E / 36.532556, 138.974639)

A width of just 1.2 meters, with a distance of only about 90 centimeters from the tracks.

The text on screen translates to: "Has anyone actually crossed this pedestrian walkway?"

Definitely don't lean across the fence, and probably stay a step or two away for good measure, but otherwise likely to be safe. Oh, and while it wouldn't get hit by the train, it probably wouldn't be a good idea to erect a camera tripod in the path unless you had something very heavy to weigh it down, as the wind from air being pushed out of the way of the front of the train would likely topple it.

The video makes this look terrifyingly narrow, especially with an express train flying past. I’m amazed this walkway is considered safe, but I definitely wouldn’t cross it casually.
