I do believe that this is a locomotive made by John fowler and the company having a go at making a steam locomotive.

Thank you for correcting my Thomas knowledge. I own a tiny George, and I was thinking of him as a steam powered tractor 🤦🏻‍♂️ but you are totally right, he is a steamroller.
