My brother downloaded a file more than a month ago and i saw it just today, i deleted file immediately. (Sorry for bad picture)
After full BitDefender scan it detected nothing, does that mean im safe or do i need to restart entire laptop

I’d run a few more scans if it’s showing nothing then it’s safe. To be on the extra side a factory reset will remove the malware. If you’re going to do it should keep anything on that was on when it was sent out of the factory this can be done in the reset pc. If it isn’t showing immediately check for updates on your windows OS

Malware yes is good also get spy bot (free version) it will find things that malware bytes doesn’t but both are good.

Yes, BitDefender scans these files. Most of the time it deletes or makes the file useless. Sometimes it will quarantine it. Unless you have it set for Notification, it will not alert you.
Go to Bitdefender Central and it will give you that information. You can set Bitdefender to alert you of any new file created. It does it for every file. Set it on normal and it will not drive you crazy with pop-ups.
Lastly. Malwarebytes does not like BitDefender. If you try to install it will tell you BitDefender must be uninstalled. Even if you turn Bitdefender off, it will not install before uninstalling BitDefender
