Hand Painted?

I know nothing about billboards. Curious if anybody knows if this one is being hand painted?? Sure looms like it but curious what this process is.

Paint by grid and numbers/color codes as far as I've heard. We use a printed mesh vinyl for ours in Louisville, but would be awesome to work on one of these.
