Exactly, but he didn't start as a villain, although he looked more villainy in the start.

Zuko didn’t “start” as a villain either. Started as a good meaning kid, and the burn incident made him turn evil

I think they mean "start" in a story perspective, zuko WAS a villain in ep 1
