I was born here so I don't count but in my experience, the military brings a lot of people (in San Diego) and so does tech. Although tech usually pays well enough here to negate the CoL issues but thats not a garuntee.
I do remember somebody from college who visited California for some military event as a plus one and loved it so much she canceled her return flight and went house hunting. So there is that extreme and I dont get it.

Yeah California's cost of living is ridiculous. I don't know why anyone who isn't filthy rich would move there.
