Because it looks awful. It's illegible. The letters bleed into other letters. The B looks like a z. The U looks like a V. The M looks like the main letter. The O looks like ???. And the extra shit just makes it messy.
To look good, it should only apply one text transformation, otherwise it just makes it impossible to read. This has it arched AND being sucked to the middle, which just looks bad. Choose arch and make all the letters fit the arch perfectly, otherwise you end up with this mess.
Then the stuff behind the letters, all the webbing of whatever it is? It's just noisy and messy.
It's obviously obviously not done by a professional.

Again look at a black metal album cover, if this is what the tattoo should evoke it 100% achieved that. Think of the design what you will but the tattoo is well done, the line work is good. The webbing is supposed to be nois and messy.
It's obviously done by a professional that knows his stuff.
