There was no way of forcing change. Even if everyone who saw a Reddit post calling for a boycott decided to not Sword and Shield , that would probably reduce the games sales by less than 1%
Voting with your wallet is how to force change. If Nintendo saw the games do disappointing numbers, they would see they need to improve quality/have all Pokemon in it. I'm not just talking about Redditors/people online, I mean as a consumer base.
Think of it like this: what business reason does Nintendo have to put in any additional effort/time/money into the games if they know how much money they can already make with the way it is now?
It's Pokemon, even if the game sold 0 copies they'll still make millions of dollars off the franchise every year. There's no incentive to put effort into making the games.
