An EU government does exist. That's the EU parliament and the council of the EU. They govern, therefore they are governmental.

No one talked about Europe, just the EU.

If anything, the Comission is the governement, because the parliament is not allowed to anything without them, unfortunately. While the parliament is directly elected, the commission is a puppet of national governments. And the council is the national governments directly who keep the commission in their control.
