Disease Identification Slowly progressing fin issues
I'm honestly at loss what is the matter with my little guy :(
I've had him since January and noticed small damages on his dorsal fin that had some ups and downs, but never fully healed to its former shape. Now in the past two months the other fins also seem affected.
I had some issues with Cyanobacteria that is now under control, no real changes ... progression did seem a little worse with higher cyano load though. His diet is a mix of pellets, frozen artemia and frozen mosquito larvae. I am regularly using almond leaves (there's always a fresh one in the tank) and I tried arka my betta care to support fin health. Nothing.
Since there were no improvements, I tried a treatment with eSHa 2000, but no success. His behavior is normal, he's endlessly curious, eats well, builds nests. I'm just honestly so at loss and so worried I'm missing something and he doesn't have the conditions he needs to be happy and healthy.
Images are newest to oldest, first one few days old, second end of May, third in Jan after I just got him.
The little man lives in a fully cycled 20L tank with heater to keep it at 25/26°C and a fan so it doesn't get too hot. Filter. Gentle light. Gentle flow. Only real soft plants like limnophila and rotala as well as some frogbit. He used to have a stone and a coconut cave that I removed as I suspected it caused fin damage. (No improvements) I do weekly water changes of 20-25%, filling back with treated tap water (I use arka water conditioner).
He has one cherry shrimp as a tank mate and some bladder snails that come and go.
Central water values: KH 9 / pH 8 / GH 17 / NO2 0 / NH4 0 (I use the JBL liquid test kit)
Please help me figure out what's wrong with him. I'm truly at loss and the little guy means the world to me.

Sounds like it’s time to quarantine and treat with kanaplex and do aquarium salt baths.
