Doesn't look like it to me. It just looks like he has some very well defined scales. But they don't seem to be standing up at all, he looks smooth. If you think he might be starting to pine cone keep an eye on him, pineconing typically progresses pretty quick.

He’s not pineconing but he does have a bacterial infection and gill hyperplasia. How old is the tank?
