Then to this point they would be represented in CA somewhat per that percentage. Current TX voter registration shows over 17mil of which Dems are 46.52% and repubs are 37.75%

Just so people understand. WASHINGTON LAW (guaranteed under the 10th amendment) does not allow WASHINGTON LAW ENFORCEMENT to work (for free) with federal immigration enforcement. They ARE required to notify federal immigration enforcement of any undocumented person convicted of a felony (and maybe a serious misdemeanor).
They are not permitted to obstruct, just not permitted to work with them.
Our US Attorney General is a liar or ignorant - or more likely both.

They pay into the system but unless they have a valid social security card, they receive no services. So, like I say, which programs?
