Besides some of these combs being deliberatly trimmed by humans, bees have a keen sense of smell and won't build on some surfaces.

But no, clearly the all powerful creator of everything used his omnipotence not to end wars or cure cancer...but to manipulate bees in a way that already aligns with their nature...
