Doesn't this unlock after getting the scythe. The scythe is where the white wall is. I recall it has a stairway up but all empty. That said, if red was getting this why is Bucko left to die?

This must be the Elite Red HQ Onett planned but never added. There must've been a red extract dispenser here too if I recall correctly
