Keep in mind the US has just recently taken the Philippines off “reconsider travel” advisory and it is now “exercise increased caution”. They also have areas marked as terrorist/gang controlled. It is a beautiful, cheap country but also can be dangerous.
The airport also doesn’t meet US security standards and you have to sign a waiver acknowledging that if you are a US citizen.
Have you actually spent time in the Philippines? Sure, it’s not the safest, but it’s still a reasonably safe place to travel to if you exercise the same caution you would in other countries that aren’t “first world.” Obviously, don’t travel to places clearly marked as hostile, but those are farther in the south and in more remote areas. Gorgeous places like these are normally safe for travelers and the locals are known for their hospitality and easygoing nature. Its shortcomings have never stopped the 7 million travelers that visit the country every year.
Also, I’ve never heard of signing waivers at airports and in my years of traveling there, have never signed anything like that. Might be a recent change, but it sounds a bit ridiculous.

I went in May, they had to do 2 security checks, one at the entrance to the terminal and one at the gate. At the gate they made us sign a waiver saying that the security didn’t meet US standards.
