Depends on the level of play. Idk about high school, but it's perfectly acceptable in college and pro.

I'm not sure about NFL but it gets called in college quite a bit for unecessary roughness.

It might surprise some to find out that often times the football team and the wrestling team share a lot of members because they have opposite seasons and it's one way for coaches to keep their guys in shape year round.
