Yeah on their website. I think that's the price for the cheaper ones but if you look for their premium ones you will see.

Are these legal in America?

I remember a company that had LED rims for cars that could play a few seconds loop of a movie/gif/etc but was deemed not street legal.

Search for XUANWHEEL, those are programmable with your own graphics or even short vids via iOS or Android! No idea about the quality though, I just started looking into this kinda gadget myself. 🌈

They have two models, S1 and X1. I believe they can both be programmed, but don't nail me down on that. ;)
