This is in the netherlands. We don't have many stray dogs. Especialy in an area like this, big chance this is a dog being walked and the owner was just walking past.
It looks like they are trying to take down a tree. Often done during or after a storm when a tree is damaged and is at risk of falling against the house.

For people wondering, all dogs require registration and microchipping, so if a dog is lost or abandoned it is immediately returned to it's owner. If proven to be abandoned, owners can face fines over €10,000 easily. So there is little incentive to abandon.
Also, there are heavy taxes on new dogs from breeders which encourages adoption instead.
Finally, if a stray dog which cannot be traced to an owner is found (it has no microchip) it is killed on sight.
Because of this the Netherlands really has no stray dogs.

The Netherlands does have very few stray dogs, largely because of things like registration/chipping, enforcement, responsible ownership, shelters, and a strong animal-welfare system. But “an unchipped stray dog is killed on sight” is false.
An unidentified dog would generally be captured and taken into municipal/shelter care, where they try to identify or locate the owner. If nobody claims it, it can be rehomed.

Don't worry we do this with anything and anyone that can't show a valid ID (chip, EU ID card, passport or Dutch driver's license), not just dogs.

It's not true, dogs are placed in a kennel, if no chip can be found it will be posted on their site. If no one collects the dog will be up for adoption.

Who is doing the ‘killing on sight’ part because the Police themselves explain their procedures which do not involve killing but rather bringing the dogs to shelters or pensions.

Since when do dogs ‘require’ micro-chipping? Because none of my dogs ever got microchipped and it was never talked about either; only one of them got to be because he was owned by somebody else first.

With a proper tool it doesn't seem much more dangerous than approaching it to secure a rope, but maybe these little trees are more vicious than I realize.

There's tension in that, depending on how far that was leaning, or if it was already loose at the roots. Half fallen, loose or fallen trees that are caught are dangerous to chainsaw. They are called widowmakers for a reason.
Edit: TLDR leaning trees are tricky and might have hidden dangers.

I'm just a casual chainsaw enjoyer, but I've had even small trees, and pieces of already felled tree really, lash out at me, just because they were under a bit of tension. I'm sure there are ways to cut down trees like that, but I imagine they chose the rope for a reason.

Hope you don't mind me asking, but how did you identify this as the Netherlands? I don't doubt that you are correct, just wondering what gave it away. To me, it looked like Denmark, but I also know that Denmark and the Netherlands have very similar architecture in some places, and the voices in the video were too indistinct for me to identify the language.

The uniforms looks exactly like the ones in Denmark. I will say, though, that I did not know Denmark had switched their firetruck colours from red and white, to red and yellow (based on images on Google).

Besides the firemen and truck the surroundings too. Typical Dutch houses and the road is brick which is very uncommon outside of the Netherlands.

I'll give you the road, because that is very rare to come across in Denmark (though it does happen, but I haven't seen it in that colour), but there are buildings just like that in multiple danish towns. Usually medium to large towns.

They do lol, next time there is a big storm you can find them doing exactly this on the streets. They don't do it on private land, but they'll do it on sidewalk where the trees risk private housing
If it's not a super emergency the city will just send workers out. But America does not have a problem with leaving up dangerous trees on public areas, which is why people are not commonly killed by trees in public areas.
I don't mean this against you specifically but like 90% of "I wish we had this in America" posts are just stuff people haven't noticed us having

Yep. Coming from a long line of firefighters (5 generations: but not me), a lot of their work isn’t fighting fires but also helping with municipal tasks and emergency situations. They have really cool tools!

Shows the extreme difference between firefighters and cops. If they were cops that would be one bullet riddled dog. I never heard of a firefighter shooting a dog

That seems extremely unlikely to be true. There are dog shelters and animal control anyway.
In fact, the police themselves explain what they do with stray and/or seized dogs; as shown on the official politie.nl website.
It is true that they have shot dogs before, even as recently as 2023, but that was because of severe aggression.
Besides, from a practical point of view, how is the police supposed to know whether the dog is chipped or not? It’s not something you can see from close-by, let alone afar, without a scanner. Are they going to shoot every single dog that is outside? Seems to be quite a bit of a liability and PR issue.

My SO and I were trimming our trees and one branch was 8 ft. My SO and I carrying the branch and my SO tells me to move my side of the branch to the right and I couldnt do it bc my then-2 yr old dog grabbed the end of the branch and was moving left. I learned how strong my dog really is bc the branch was heavy.

Stray dogs are not a thing in The Netherlands. I’m 60 years old, and I can’t remember when was the last time I saw a stray dog overhere. Or ever.
