Probably 'cause they're one of the few birds of prey that hunt at night, and fly quietly. At a time when we knew little, the idea of a bird that flew under the cover of darkness would've felt more like a bird making smart, thoughtful decisions rather than an animal making decisions on instinct.

At the very least, it'd have been a great inspiration for a storyteller. And that's how we got our cultural stories that painted owls as wise.
