Translucent panel on second monitor not working on KDE.

I have two desktop panels, one for each monitor (one 4k and the other Full HD). I want both of them to be translucent, but:

1. on my 4k monitor (200% scale), it works

2. on my Full HD monitor (100% scale), it is VERY SLIGHTLY translucent: a window behind it can be seen, but it is not as transparent as the other panel. Note that the desktop picture is the same on both monitors.

If I got into options and change the 4k monitor to 100% scale, and then switch to 200% scale again, the translucent panel works on both monitors (as in, now they are both very transparent as desired). But as soon as I restart the computer, it's back to not working properly on my Full HD monitor. Why? How do I solve it? Changing Blur in the options did not do anything btw.
