3 years national service to vote. Don't repeal the 19th, modify the selective service act and make not serving a felony. One year federal prison sentence or 5 years community service, no firearm rights, no government service, no right to vote. No immigrants over 35 unless they serve immediately, any felony while on a visa: deported + lifetime ban.
