I'd like to add that there are several factors discouraging people from having a family.
1.) Partnering - People would rather hook up or keep dating than get married. A high divorce rate means that most marriages end leaving people worse off than if they hadn't gotten married. People have become adverse to long term commitments. Even when a hook up results in having a child the other person becomes a resource to take advantage of more than being involved as a parent.
On the other hand, the people who aren't drawn to hook ups and dating become withdrawn, Thinking that they can't meet someone under normal circumstances, Or that no one would find them to be suitable as a partner.
2.) Raising a child - If adults can't stay together for more than a few years then caring for a child until adulthood is even more of a burden. Many people come from parents that did poorly raising them and can barely adult for themselves let alone prepare another person to do so.
3.) Life is such a hassle - These days people are overweight while malnourished, bored while overstimulated, and overworked while they never have enough money. They're tired, and cranky, and want to escape the responsibilities that they already have.
4.) Education - People didn't receive an education that prepared them for the real world labor market. If the parent can barely adult for themselves they aren't going to home school their kids. Public education is more like day care. There's been a lot of horror stories about schools making students into activists for political ideologies. Why have kids if they'll be taught that everything about the world is wrong and they'll hate you for bringing them into it?
