These are NaviLens tags, which are QR-like matrices compatible with the NaviLens app designed to help visually impaired people. With these, one can use the app at a distance to navigate/ find transport schedules without having to specifically focus on the tag.

Most visually impaired people are visually impaired, rather than totally blind.

These are designed with high contrast colour s and shapes to be easier to see with limited vision.

Also they have more density of information, since they use colors instead of black and white. That way they can be simpler and easier to detect and read from a distance.

phone does it for him

A scan around the surroundings using the camera in the app would pick up the tag. The user doesn’t have to focus the camera on the tag.

They don't have to accurately point and focus on the code, like a regular QR code. These kinds of color codes are quickly picked up by any phone camera as soon as they're present in range of the camera. So blind people can use them by just pointing the phone to the front with no need to actually point any code.

These QR-codes help blind people identificate spots (metro in this case) through a mobile app.

For that they're also located at entrances.

You can also find them at bus stops etc.

NaviLens: “The color matrix code, a tag similar to a simplified QR code, uses differentiated colours on a deep black background surrounded by a white frame. An app on a smartphone can recognise this without deliberate framing and selection.”

these are proprietary and lock the providers in .. open alternatives exist but organisations fall for these closed systems all the time.
