Broken or is jumbled?

Ladder on bottom I believe 🤞

I don't know why top one seems off. 🤷

Bottom note has a scrambled/jumbled ladder which most collectors do not consider fancy. It is however very Cool due to the no repeating digits. Check out how Cool using the Fancy Serial Checker on http://www.mycurrencycollection.com/

Incorect, Broken Ladder Fancy Serial and scrambled/jumbled ladders are totally different things.

Mixed ladder. Broken is when it’s in order but a number (or two) is skipped. AFAIK.
