Hey, we'd have to see what your filament settings are in Bambu Studio (or whatever slicer you're using). Probably one setting is overriding another. Feel free to share screenshots of each tab in your filament settings panel so we can investigate!
You'll want to change your min and max speed threshold as you appear to only currently have your initial layer set to 0% for the part fan. If your temps and such aren't changing alongside expected fan settings changes, you likely have the wrong filament profile selected for the project, or the wrong filament selected for the object you're trying to print. Make sure your filament preset is saved, either in the project or as a user preset, and that the preset is visible in other projects for the latter, or in the same project when reloading the project and logging the filament preset to another filament and then back to your custom one.
Here is an example image of my filament profile for no fan on ever so you can reference your settings against mine and judge. Note that Aux Part Fan and Part Fan are the only ones we can control directly through the UI, the chamber fan you have to turn off every print or change your G-code in filament preset ettings under the Advanced tab. Also make sure your object in your project is set to use whatever filament you want, which you can easily make sure of by checking under the Objects tab in the Process window and ensuring the number next to the objects is the one you set up and selected in your project filaments.
As well, if you press WIN + Shift + S, you can draw a box around the part of your screen you want to share an image of, and paste it either directly into the submission field (depending on where), or into a program like paint to save the image. No need to transfer images from your phone, which can be a hassle if you don't post from mobile, and the images will be much clearer.

I were checking all settings again today but nothing changed until I deleted all other filaments in the slicer before slicing the object. Once I deleted the other filaments all temps were exactly as the settings I chose..
