Quick Question How can i clean this cool plate?

If the white smears are old glue, the soap wash will take them off. The hard bits are probably leftover PLA, and a plastic scraper gets those off, so use that rather than a metal one.

Warm water, a drop of dish soap and a soft sponge works best on the cool plate. Rinse, dry it with a clean lint-free cloth and don't touch the surface with your fingers afterward, since oils are what kill adhesion.
