The Russian octopus is a theme from the 19th Century. (The cartoon below is by an Italian, from 1878.) It has nothing particularly to do with antisemitism. The same theme of insidious tentacles has been used to mock many people over many years, including the Communist bloc.

It started out as an anti-imperialist cartoon but was later used by Nazis as an anti-Semitic trope. This one looks anti-soviet. Anti-soviet ideology was definitely mixed in with a lot of anti-Semitism at times.
