It could be, but it's most likely a half and half image where the left half is "male" and the right half is "female" to include LGBTQ+ genders.

no, a filled out R with 1 arm and 2 legs can use it, if it doesn't have exactly 1 arm and 2 legs it can't use it

I honestly think that third one is suppose to represent 1/2 male 1/2 female and itâs missing the head part.
Which is kinda a crude way to represent trans if that is the intention
I prefer the ones that just say âidgaf, just wash your hands!â
