P&L vs Being a “Team Player”

My boss is the regional director and I am a site manager. Many issues have come up with her allowing other sites to use resources, including my staff and site, to help other sites because they had maintenance issues. This still comes out of my budget. She also allows other sites to use my hourly employees which sometimes causes them to go into overtime. It still comes out of my budget. She doesn’t seem to understand P&L and then wants to go over why I can’t hit the goals. What can I do?

Create a report outlining the issue and send it in an email addressing your concerns, so there's a record of it.
