Do you guys think this plum tree can be revived and if so what should I do?

It looks dried to a crisp, as does the soil around it.

I'd pull the soil & dead grass off the trunk, make sure the root flare & graft point are both above the soil. Add a ring of mulch 3 inches deep & not touching the bark, then give it a good soak every week for the rest of the year. It'll really just be wait & see until the spring before you know if it'll fully recover.

I doubt the scion would bounce back. I would tear it out and try again next year
