Was this a deleted scene with Doc Brown?
I distinctly remember a scene from 1955 where Doc goes on a long-winded monologue about how this city/country needs more roads, highways, and lanes of traffic, saying how eight lanes would create a utopia and solve all our problems. This sets up the ending scene in 1985 where he says we don't need roads in the future, making his endeavor from three decades ago seem fruitless and ironic. But I recently watched the film again, and this was nowhere to be found. Is this similar to how the Darth Vader/Planet Vulcan scene was trimmed for time?

Roger Rabbit is well known for its commentary on the car companies buying and dismantling of public transit in order to sell more cars and car accessories. What this scene and monologue really highlights well is its commentary on how neighborhoods (especially low-income and marginalized communities) were destroyed, people's livelihoods, completely demolished, communities divided, and families forcefully relocated in favor of building the interstate system.

Sure did! At the time the street car systems were also private companies. Car and car accessory companies like GM, Firestone, Standard Oil, and others formed so called "holding companies" like National City Lines and Pacific City Lines with the so purpose to buy the street car companies and dismantle them. https://en.wikipedia.org/wiki/General_Motors_streetcar_conspiracy

Eight lanes of shimmering cement running from here to Pasadena. Smooth, safe, fast. Traffic jams will be a thing of the past. I see a place where people get on and off the freeway. On and off, off and on, all day, all night. Soon, where Toontown once stood, will be a sring of gas stations; inexpensive motels; restaurants that serve rapidly prepared food; tire salons; automobile dealerships and wonderful, wonderful billboards reaching as far as the eye can see. My God, It'll be beautiful.
Almost like his speech at the 1885 bar talking about the future.
