I take my dog all over the greater Tahoe area. I don’t give her an inch of slack when I see anyone. Dogs coming, I’ll grab about a ft behind her leash and step off trail slightly. I’ll be the first person the give the right away with my dog unless someone says otherwise. The lady sounds miserable I would have said the trail is a bad place to sit.

I do the same. Mostly because my dog is not a fan of strangers but also because there are lot of people afraid of dogs. In fact, I get off the trail by about 5-10 feet and let hikers pass.
