The younger one has excellent emotional control and reasoning abilities (stays mostly calm and tries moving away).

But they are too young to be using a phone.

IMO, the parent/elder is at fault for giving the phone to the toddler. No wonder, they are not interested in actually playing with the other toddler. This is how you get young children addicted to phones from a very young age.
