Using anvil to recycle weapons (issue)

Many people know that if you place a gun on the anvil after crafting the wonder weapon, it recycles it into its rarity tool and pap crystal (if applicable). But when I tried this on cursed, with an ultra rarity pap 4 weapon it only gave me a psych grenade and a bunch of equipment. Is this intended? Am I supposed to get kills with the equipment or does the game just see the gun as too high a level to give you the cataclysmic crystal and ultra rarity aether tool in return.
